The prime bill sponsors, Representatives Brown and Sirota, introduced House Bill 25-1174 to the House Health and Human Services Committee. The bill limits the rates at which insurance carriers must reimburse health care providers. Health facilities may not bill individuals for an outstanding balance not paid by the carrier other than applicable in-network coinsurance. These rate restrictions apply to the state employee group benefit plan beginning July 1, 2026; and all small group benefit plans beginning January 1, 2027. The Commissioner of Insurance in the Department of Regulatory Agencies may require a health facility to participate in a small group health benefit plan offered in the small group market. A facility that refuses is subject to warning, and then a fine. The Department of Personnel and Administration must submit an annual report beginning September 1, 2027, to the Governor, the State Treasurer, and the Joint Budget Committee specifying any cost savings that result from reduced provider reimbursements and the department’s cost to determine the amount saved.
